The Senior Manager, Talent Acquisition, leads this effort by designing and executing Penda’s talent acquisition strategy, strengthening hiring systems, and building proactive talent pipelines that support both IPS and Support Office growth.
This role blends strategic leadership with hands-on recruitment execution. The Senior Manager leads recruitment marketing, employer branding, talent forecasting, automation, and analytics, while also stepping into operational hiring when required to ensure speed, quality, and an exceptional candidate experience. The role ensures that recruitment becomes a strategic enabler of Penda’s mission, growth, and operational success.
This role reports to the Director of People & Culture and manages Talent Acquisition Partners.
Talent Strategy & Planning
Co-develops and delivers the Talent Acquisition strategy together with the Director of People & Culture, aligning hiring priorities to Penda’s growth, expansion, and quality goals.
Partners with the Director of People & Culture and HoDs to forecast workforce needs, develop hiring plans, and prioritise critical roles.
Builds and maintains proactive talent pipelines for high-volume, difficult-to-fill, or expansion-critical roles.
Designs and updates sourcing strategies for IPS, Support Office, and leadership roles.
Integrates workforce planning insights into recruitment campaigns, SLAs, and hiring rhythms.
Recruitment Delivery & Quality
Leads full-cycle recruitment for leadership, clinical, and priority roles; steps into interviews where needed to ensure alignment with standards.
Manages day-to-day relationships with external recruiters and other talent partners while partnering with the Director of People & Culture on strategic-level relationships.
Sets, negotiates and ensures hiring SLAs are met and holds stakeholders accountable to agreed timelines and processes.
Designs interview frameworks, competency models, and assessment tools that ensure fairness and consistency.
Coaches and supports hiring managers on interviewing, evaluation, and selection best practices.
Ensures a seamless, respectful, and high-quality candidate experience across all touchpoints.
Defines and governs the pre-boarding process, ensuring that TA hands over to HR teams through clear SOPs, standards, and workflows. Maintains cross-team alignment between TA and HR teams for a smooth onboarding experience.
Defines, tracks and improves key hiring quality metrics, including candidate quality, probation success rates & attrition.
Employer Brand & Pipelines
Leads recruitment marketing and employer branding initiatives to position Penda as a top-choice employer.
Partners with Marketing and People & Culture to integrate the EVP into recruitment materials and outreach.
Manages Penda’s presence on job boards, social media platforms, and professional networks.
Designs creative sourcing campaigns to attract high-quality, values-aligned candidates.
Drives pipeline-building activities that support expansion-related and hard-to-fill roles.
Systems, Analytics & Improvement
Optimises the ATS and other recruitment systems to strengthen automation, accuracy, and efficiency.
Tracks and analyses hiring data to identify bottlenecks, inform decisions, and improve hiring performance.
Builds dashboards and reporting routines that provide visibility and transparency across hiring efforts.
Reviews and strengthens recruitment SOPs and workflows to ensure consistency, compliance, and clarity.
Drives continuous improvement initiatives that increase hiring discipline and operational excellence.
Culture & Collaboration
Role models the Penda Way by leading with heart, fairness, accountability, and integrity.
Builds strong partnerships with HoDs, hiring managers, HRBPs, and clinic leaders to ensure alignment and responsiveness.
Leads, supports, and develops Talent Acquisition Partners to ensure high performance and strong execution.
Ensures hiring decisions strengthen Penda’s culture, talent quality, and long-term organisational capability.
Maintains visibility across clinics and the Support Office to understand needs, realities, and talent gaps.
Bachelor’s degree in Human Resource Management, Business, Psychology, or a related field.
HR certification and/or active IHRM membership is a plus
6 years of progressive Talent Acquisition experience, including meaningful in-house recruitment experience.
Exposure to both high-volume and specialised hiring environments is strongly preferred.
Experience leading recruitment strategy, managing a TA function & employer branding/EVP integration is highly preferred.
Hands-on experience conducting interviews and assessments.
Strong knowledge of recruitment strategy, workforce planning, analytics, and employer branding.
Skilled interviewer with strong judgement for both competence and cultural alignment.
Excellent stakeholder management and cross-functional collaboration skills.
